There also was going to be an Inner Beltway (within D.C. itself) and an Outer Beltway, and portions of both were built -- the chunk through Northern Virginia exists now as the Fairfax County Parkway -- but nothing near the full routes for those were ever completed. Last I heard, back when I lived there, planners were wondering if an even farther-out bypass was needed, to divert more East Coast traffic from I-95 and the Beltway (i.e. bypass the bypass!), but a bypass would have to be really out of the way of D.C.
